Contaminated water carries biological material into every porous surface it touches, and porous material that has absorbed it generally cannot be cleaned to a safe standard — it has to come out.

That is why a sewage loss often involves removing carpet, pad, drywall to a height above the water line, and any affected insulation, where an equivalent clean-water loss might have been dried in place. It is not over-scoping; it is the difference between the two categories.
