Dry to the surface is not dry
The most consequential misunderstanding in water damage is that a surface which feels dry indicates a structure which is dry. It does not. Drywall gives up its moisture far faster than the framing behind it, and a stud cavity that reads high on a meter can sit behind a wall that feels completely normal to the hand.
This matters because everything downstream depends on it. Insulation put back into a damp cavity stays damp. Flooring laid over a wet subfloor traps the moisture under it. New drywall hung on wet studs is a mould substrate with a paint finish. Every one of those is a job that gets done twice.
